EMG was awarded a contract by the Massachusetts Department of Housing and Community Development (DHCD) to complete Comprehensive Facility Condition Assessments for all state-assisted housing developments. The assessments verify and update the record of conditions for all inventoried building components at all developments. EMG’s team of architects and engineers collected data at each Local Housing Authority (LHA) on tablet computers utilizing 4tell Solutions data collection platform, iPlan™. Upon completion of each assessment the data was populated directly from iPlan™ into DHCD’s own web-based Capital Planning System (CPS). The application contains detailed inventory data for the LHA and includes the tools necessary for development of Capital Improvement Plans.
In addition to the Comprehensive Facility Condition Assessments, EMG is also conducting Accessibility Assessments for compliance with:
Massachusetts Architectural Access Board (MAAB) regulations (521 CMR), the Uniform Federal Accessibility Standards (UFAS), the Americans with Disabilities Act (ADA) standards and the federal Fair Housing Act (FHA) guidelines. The Accessibility Assessment identifies the current state and deficiencies of all Capital Planning System (CPS)-identified “accessible” units in the portfolio (approximately 2,000 units) and all common areas, community buildings, and sites. As a result of the Accessibility Assessment, EMG will determine whether these facilities/areas are fully accessible, adaptable, or modified. Furthermore, EMG will note required improvements that are needed to bring facilities up to current code compliance.
