EMG has conducted Building Condition Surveys to meet the requirements of 8 NYCRR (New York Code of Rules and Regulations) Section 155, the Official Compilation of Codes, Rules and Regulations of the State of New York Health, and Safety in existing facilities standards. EMG has assessed more than 35 school districts in New York.

EMG designated a multidisciplinary team of architects and engineers to visit the sites to assess the condition of the buildings, maintenance facilities, parking and paving, and recreational facilities. As required by NYSED, the teams included at least one New York licensed professional architect or engineer. During the assessments, all major building systems were addressed and all deficiencies were documented, prioritized, and entered into a web-enabled database.

EMG consulted with school district personnel in order to accurately prepare a Five-Year Capital Facilities plan. This plan included a prioritization of required repairs and cost estimates for each repair. Estimates for new program needs within existing structures and a projection for additional space needs due to anticipated increases in enrollment were incorporated into the plan. At the conclusion of the onsite assessments, EMG provided narrative reports and our customized AssetCALC™ database with cost projections for building maintenance and renewal projects. Following the submittal of these reports, EMG then populated the NYSED database with the report data.

As a result of EMG’s efforts, each district was able to comply with the State mandate and therefore, was eligible to receive the matching funds from the State on projects that were in the capital projection.
