EMG was contracted by the State of Vermont to complete comprehensive facility condition assessments of 285 state-owned buildings totaling 3,590,000 gross square feet. Additionally, EMG assessed all 690,000 gross square feet of the state’s correctional facilities is updating the Vermont Veterans’ Home Report of 2006. EMG collected and populated the data in 4tell’s Real Estate Portfolio Solution, iPlan™.
Broken into five phases, the first phase includes condition assessments of all the correctional facilities and updating of the 2006 Vermont Veterans’ Home Report. Phases two through five will include assessments of approximately 25% (+/- 725,000 square feet) of State-owned buildings performed each year through 2017.
EMG’s field team organized the property assessment schedule and coordinated with the State regional team to perform assessments efficiently without disrupting facility activities including complete visual inspections of facility components. EMG described facility deficiencies, provided corrective action for each deficiency, and established prioritization standards to characterize deficiencies. In addition to the condition assessment EMG assessors performed Level I energy audits of each facility including recommendations for Energy Conservation Measures (ECMs).
Data collected during Phase I of the assessment was populated in iPlan™. The database will allow the State identify immediate/short term repairs, develop a 20 year capital plan including cost estimates, review digital full color photographs of each property, and compare the Facility Condition Index (FCI) for each facility. Additionally, iPlan™ provides the State with a Real Estate Portfolio Database that provides property descriptions, and breaks down building components utilizing the Uniformat classification and the capital plan presented as potential future projects.
